Kalle Killar is a senior finance and development professional with over 20 years of experience in international finance, public policy, and strategic urban development. Currently serving as Director at the City of Tallinn, Kalle leads strategic initiatives focused on urban investment, economic growth, and financial sustainability. 

His expertise includes blended finance, financial structuring, regulatory compliance, and sustainable development solutions. He is adept at strategic negotiations, fostering public-private partnerships, and managing multidisciplinary teams. Throughout his career, Kalle has held leadership positions in Estonia’s Ministry of Social Affairs and Ministry of Finance, where he successfully managed major policy and financial structuring projects, enhancing public sector efficiency. 

Kalle also served as Alternate Director at the European Bank for Reconstruction and Development (EBRD), contributing actively to international policy discussions and aligning strategic funding initiatives. 

He holds an MBA in Business Administration and Economics from the University of Tartu, speaks several languages fluently, and regularly contributes as a speaker at international forums on finance, urban development, and sustainable investments.
