Armando José Manzueta Peña is the Vice Minister for Public Innovation and Digital at the Ministry of Public Administration of the Dominican Republic. He leads the country’s efforts on digital government, public innovation, and digital public infrastructure development. Under his leadership, the Dominican Republic has strengthened its national digital governance framework and expanded international cooperation in digital affairs. Vice Minister Manzueta is an advocate for building resilient, inclusive, and citizen-centered digital ecosystems, aligning with global standards and promoting interoperability across the public sector. He represents the Dominican Republic in various global digital cooperation initiatives, including the Global Digital Compact, the Digital Public Goods Alliance (DPGA), the 50-in-5 Campaign and the UN DPI Safeguards Initiative. He holds a strong interest in AI governance, cybersecurity resilience, and the sustainable digital transformation of public services.
