Gary Kalloo

Gary Kalloo is a Telecommunications and ICT strategist with over three decades of experience leading transformative digital initiatives in the Caribbean. As Director of Business Development at the CTU, he spearheads regional efforts to drive digital transformation through strategic partnerships, policy harmonisation, and public-private collaboration. 

Gary has been at the forefront of shaping national and regional digital agendas, having served in key roles across both government and industry. His leadership in implementing Trinidad and Tobago’s National ICT Plan and in establishing the country’s e-government framework laid the foundation for data-driven governance and whole-of-government digital service delivery. At iGovTT, he led major transformation projects in collaboration with Singapore’s Infocomm Development Authority, including the development of a national GovNet and integrated e-services platforms. 

Since joining the CTU in 2013, Gary has provided strategic advisory services to multiple Caribbean governments, multilateral development partners, and intergovernmental organisations — including the World Bank, Inter-American Development Bank, ITU, and European Union — in areas such as spectrum management, internet governance, e-government strategy and the development of a Single ICT Space for the Caribbean. 

Gary brings a uniquely Caribbean regional perspective to digital transformation that emphasises policy coherence, institutional capacity building and digital equity. His experience aligns closely with the conference’s focus on aligning digital investments with long-term economic and social benefits.
