Karin Rits

Karin is a digital transformation expert with nearly 20 years of experience bridging policy formulation and the practical development of government digital systems.  For over a decade at the Government CIO Office, she helped shape and execute national digital strategies and brought diverse initiatives to life. She was among the co-authors of Digital Agenda 2020 – Estonia’s first digital policy to place public service delivery at the core of digital transformation.  Karin built hands-on experience as a project manager in an agile software company and later as a product owner at a state agency, supporting the development of digital systems in the health and welfare sectors.  Today, she works internationally, partnering with governments committed to reshaping their digital governance and service delivery. Through collaborations with Digital Nation and the e-Governance Academy, she has helped several African governments in setting and navigating their digital priorities. Her recent roles include serving as an international assessor for the governments of Abu Dhabi and Dubai, evaluating the customer-centricity and efficiency of their public services.  Karin is a member of the International Foundation for Customer Experience in Government and an associate of ShiftFlow, a global community of government transformation experts.
