Deputy Minister of Defense of Ukraine  
for Digital Transformations, Digital Development, and Digitalisation 

Kateryna Chernohorenko has led transformative GovTech projects in Ukraine since 2019 and the inception of the Ministry of Digital Transformation, launching services like electronic sick leave, digital COVID certificates. After the full-scale war began, she focused on defense tech, leading the Army of Drones project and advancing UAV capabilities. 

Since autumn 2023, as Deputy Minister of Defense for Digital Transformation, she has driven reforms and launched several projects, strengthening the army’s technological edge and cutting bureaucracy: 

1. With Reserve+ app, 4 million conscripts updated their military records and generated digital documents in minutes. The app provided 240,000+ deferments for students, people with disabilities, etc., and offers a recruitment platform with personalized vacancies. 

2. Army+ app. 800,000 military personnel use it for electronic reports, benefits like priority train tickets, fuel and parcel discounts, and online learning on UAVs, cybersecurity, and more. 

3. Military depaperization. Reducing paperwork by streamlining processes and digitizing record-keeping. 

4. International leadership. Leading the Drone Coalition (enhancing technological advantage on the battlefield) and the IT Coalition (supporting military digitization with expertise, software, equipment). 

5. Cyber Incident Response Center. Established under Chernohorenko’s leadership, this military unit prevents threats and develops strategies to protect the Ministry’s digital infrastructure.
