Marika Popp is a leader in digital transformation with a focus on government innovation and e-government. Currently, she serves as the GovStack Lead for Estonia at the Estonian Centre for International Development (ESTDEV), where she is driving the global scale-up of digital public services, based on GovStack’s methodology and related tools such as building block specifications, sandbox for testing, communities of practices, and more. Marika’s work centres on enhancing digital service delivery by empowering governments worldwide with tools, frameworks, and strategies for successful digitalisation.
With extensive experience across both public, private and NGO sectors, Marika has a proven track record of leading complex digital transformation initiatives. She has worked with leading private technology companies such as Cybernetica, where she headed Sales and Partnerships for Digital Identity Technologies, and Guardtime, where she led innovation in space data cybersecurity solutions. In these roles, Marika successfully coordinated international partnerships, developed strategies for business growth, and led teams on innovative technology projects, including secure satellite data exchange and related blockchain solutions.
Marika’s career also includes senior roles in Estonian government innovation policy. She has shaped Estonia’s business R&D and innovation strategies and implementation initiatives and served as a key advisor in various EU and international forums, including during Estonia’s presidency of the Council of the European Union. Her work has involved policy planning, stakeholder engagement, and advocacy for technology solutions that drive global economic and social progress.
Holding a Master’s degree in Digital Business Transformation from Tallinn University of Technology, Marika is passionate about fostering collaboration between governments, industry leaders, and international organisations. Today she actively contributes to shaping the future of digital governance through her leadership in the GovStack initiative.
