Piret Hirv works as the Head of the Data Management Competence Centre at the e-Governance Academy (eGA). Piret is an experienced professional specialising in digital transformation, data management, and innovative technology solutions. She focuses on applying artificial intelligence (AI) to enhance public services and drive digital advancements in the public sector.
In her current role, Piret leads initiatives to address inefficiencies in public sector systems, optimise workflows, and enable data-driven decision-making to personalise citizen services. She oversees projects that strengthen AI readiness, modernise digital infrastructure, and streamline processes within governments. Piret develops strategic roadmaps and identifies AI applications to improve public services, enhance competitiveness, and increase citizen satisfaction.
Previously, as the Manager of the Connected Health Cluster at the Science and Business Park Tehnopol, Piret spent over five years fostering innovation in health technology. She helped companies scale innovative solutions, promoted cross-border collaborations, and implemented technologies that modernised public healthcare systems. As Advisor for e-Services and Innovation at Estonia’s Ministry of Social Affairs, she was key in advancing Estonia’s digital transformation in healthcare by improving workflows through digital tools and coordinating cross-border healthcare efforts. Her contributions to the Estonian EU Presidency eHealth policy program significantly integrated cutting-edge technologies into public services.

With a background as a trained nurse and experience in the pharmaceutical industry, Piret effectively bridges the gap between technology and public service needs. She holds a master’s degree in healthcare technology and continues to deepen her knowledge in data management, AI and digital transformation at the University of Tartu. Her work remains at the forefront of digital innovation, focusing on aligning municipal objectives with EU smart city initiatives to create scalable, sustainable, and citizen-focused solutions.
