Shelley-Ann Clarke-Hinds as Executive Manager, External Relations has lead responsibility for the strategic engagement of development partners for the Ministry of Public Administration and Artificial Intelligence to advance Trinidad and Tobago’s national digital transformation objectives.

With over 25 years of experience in international relations and diplomacy, including some15 years dedicated to digital transformation, hers is a somewhat unique blend of policy and technical insight.

She has represented both Trinidad and Tobago and the Caribbean on international and regional committees, championing the strategic use of technology for citizen engagement, service delivery and regional integration. Convinced that inclusive and purposeful implementation of digital solutions can bridge development gaps, and empower communities, Shelley-Ann continues to work toward a digitally connected Trinidad and Tobago that is resilient, secure and responsive to the needs of its citizens.
